However, many affiliate programs provide web pages that an affiliate can copy or replicate with their own affiliate ID attached.

The affiliate then needs to have this page hosted on the web. This can be done through one of the 'free hosting' websites that are available.

The problem with these is that the 'host' normally puts their own advertising on the top of your page/s - and this looks terrible. Also, visitors don't take you very seriously when they can see you don't even have your own domain name.
